The challenges facing public services can feel demoralising; there is such a mismatch between the complexity of the world and our capacity to collaborate under such conditions. It now seems clear that the problem is not the amount of effort we are applying, but the logic by which it is being applied. We have been confined to a mindset of producing — making policies, passing regulations, delivering services, rolling out interventions. We have not focused enough on cultivating active communities.
